모국에 대한 단상 [Stray thoughts about my homeland]

다른 나라에 나와 살면서 모국에 대한 내 생각이 충돌하는 경우가 많은데, 한국의 좋은 부분들이 매우 그리워지는 동시에 한국의 나쁜 부분들이 대비되어 더 극대화되어 느껴진다거나, 뒤늦게 근대화에 뛰어들었던 것 치고 굉장히 성공한 나라라는 점이 인상 깊으면서도, 그만큼 근본없이 빠른 속도로 성장한 탓에 현재 여러 곳에서 진통을 겪다 못해 제일 빠른 속도로 망해가고 있다는 점이 그렇다. 최근 한국의 국민연금 개혁의 결과를 보고, 진심으로 한국에 돌아가지 않는 경우의 수도 생각해볼 필요가 있다는 생각이 들었다. 생각보다 훨씬 이른 시기에 기금이 고갈될 거라는 것이 거의 확정적인 것도 모자라 그 문제를 타개할 수 있는 현실적인 방법이 전혀 없는 상황에서 어떻게 그런 결정이 내려질 수 있는 것일까. 나조차도 이런 상황을 조금이라도 완화할 수 있고, 모두가 고통을 분담한다는 명목 하에 연금이라는 이름의 세금을 기꺼이 더 낼 수 있다. 그런데 어떻게 연금 수령을 동결도 아니고 더 받는다는 선택지가 있다는 것도 놀랍고, 그게 채택이 되었다는 것에 혀를 내두를 수밖에 없다. 이런 상황에서 연금 고갈이라는 문제를 해결할 수 있는 방법은 기대 수명이 줄어드는 수밖에 없는데, 달리 믿는 구석이라도 있는 걸까? 다문화 다국가 형태를 선택할 바에는 멸망을 택할 것 같은데 무슨 수로? 인구 구조가 무너지니 민주주의의 폐해가 세대 갈등에서 여실히 드러난다. 너와 내가 같은 가치의 한 표를 가진다는 게 미래 세대를 착취하는 결과로 이어지게 되다니. 그리고 앞으로 이런 식이라면 한국의 국회에서 어린 세대와 미래 세대를 대변하는 목소리가 나올 수 없겠지.
Living in a foreign country often causes conflicts in my thoughts about my homeland. I deeply miss the good aspects of Korea, while at the same time, the bad aspects feel amplified due to the contrast. It’s impressive that Korea has managed to become quite successful despite being late to modernization. However, this rapid and rootless growth has led to considerable growing pains, and in some places, the country seems to be heading toward collapse at the fastest pace. Recently, I saw the results of Korea’s national pension reform, and I sincerely think I need to consider the possibility of not returning to Korea. It’s shocking how such a decision could have been made under these circumstances, where the depletion of pension funds is almost certainly going to happen much earlier than expected and, what’s worse, there are no realistic measures to address the issue. Even I am willing to pay more of the tax called “pension” to ease the situation slightly and on the premise that everyone shares the burden. However, it is astonishing to see that one of the options proposed wasn’t freezing pension payments but rather receiving more, and even more shocking that it was actually adopted. In this situation, the only way to solve the issue of pension depletion is for life expectancy to decrease. Is there any other hope they’re relying on? Is there some other hope they’re relying on? It feels like Korea would choose collapse over adopting a multicultural, multinational form of country; then, how on earth could we solve this problem? With the demographic structure breaking down, the flaws of democracy are clearly revealed through generational conflicts. The fact that you and I hold votes of equal value results in the exploitation of future generations. And with this form of democracy, it seems unlikely that the voices representing the younger and future generations will emerge in Korea’s parliament in the future.
